Overview

In this role you will help shape procurement frameworks that maximise value for Birmingham and support better public services. You will work within a modern Commercial and Procurement Service to develop and deliver framework solutions, advising stakeholders and suppliers throughout the lifecycle. You will lead procurement projects, ensure compliance, and use data and technology to drive improvement and value-for-money. This is an opportunity to influence strategic procurement at scale within a large local authority.

Responsibilities
  • Develop and deliver framework agreements aligned with organisational priorities and value for money
  • Provide expert advice on framework arrangements and manage stakeholder and supplier relationships
  • Lead framework procurement projects ensuring compliance with legislation and governance
  • Utilise supplier performance data, market intelligence, and commercial data to identify opportunities and risk
  • Create framework guidance, toolkits, and best-practice resources for digital platforms
  • Drive continuous improvement through procurement systems and AI-enabled solutions
  • Support contract negotiations, framework performance management, and ongoing commercial improvements
Key requirements
  • Experience developing procurement strategies, framework agreements, and sourcing activity in a regulated environment
  • Strong knowledge of procurement legislation, governance, and best practice
  • Proven ability to build productive relationships with internal stakeholders, suppliers, and partners
  • Analytical skills to interpret commercial data and support decision-making
  • Experience using procurement systems and technology to enhance delivery
  • Excellent communication and influencing skills
  • Commitment to professional development and willingness to pursue Level 5 CIPS Diploma if not already achieved
