Position Overview

Service New Brunswick is seeking an experienced CA Gen Programmer / Programmer Analyst II to support the development, deployment, maintenance, and enhancement of the Client Service Delivery System (CSDS) , a legacy case-management application supporting Mental Health and Additions and Public Health services.

The successful candidate will work within SNB's Technology Services Division – Health Application Services , supporting the Department of Health. The role involves a combination of steady-state application support and project-based development, including system operation, user support, software upgrades, defect resolution, new functionality, application reprogramming, performance improvements, and security-focused maintenance.

Key Responsibilities

The successful candidate will be responsible for:

• Maintaining and enhancing the CSDS application by evaluating and addressing client/business needs.
  
• Maintaining PL/SQL packages , including adding functionality and resolving existing defects.
  
• Maintaining and supporting Java applications .
  
• Performing unit, functional, and regression testing .
  
• Updating and maintaining functional specifications .
  
• Developing SQL queries, views, stored procedures, and triggers .
  
• Participating in user experience/interface design for the CSDS application.
  
• Participating in system analysis, design, development, implementation, integration, and configuration .
  
• Ensuring secure application design and coding practices are followed during ongoing release maintenance and support.
  
• Completing assigned design and development activities.
  
• Supporting application performance improvements .
  
• Supporting and contributing to practices adopted by the CSDS team.
  
• Creating and maintaining technical designs and documentation .
  
• Performing code testing and documenting test cases.
  
• Providing ongoing application/system support, troubleshooting, and defect resolution.
  
• Supporting third-party software upgrades and system enhancements.
  
• Performing other related duties and tasks as assigned.
  

Requirements

Mandatory Requirements

M1 – Education

Required: University degree in Computer Science or a related discipline .

An equivalent combination of education and experience may be considered.

Candidate must clearly identify their degree, discipline, institution, and relevant education/experience combination where applicable.

M2 – Application Programming & Analysis

Required: Minimum 8 years of application programming and analysis experience .

The candidate should demonstrate substantial experience in:

• Application programming
  
• Systems/application analysis
  
• Requirements analysis
  
• Design and development
  
• Application maintenance and enhancement
  
• Troubleshooting and defect resolution
  
• Testing and implementation
  

Candidate must be able to communicate in English effectively, both verbally and in writing .

This includes the ability to:

• Communicate with technical and business stakeholders.
  
• Document technical requirements and solutions.
  
• Prepare functional and technical documentation.
  
• Participate in meetings and discussions.
  
• Communicate application issues, solutions, and implementation activities clearly.
  

The language of both work and service for this engagement is English.

M4 – CA Gen 8.5+

Required: Minimum 3 years of demonstrated experience with CA Gen version 8.5 or higher .

Candidates should clearly identify:

• Duration of CA Gen experience.
  
• Projects/applications where CA Gen was used.
  
• Their specific programming, analysis, maintenance, enhancement, testing, and implementation responsibilities.
  

Candidate must be available to start work in Fredericton on the date specified in the engagement requirements .

The engagement is scheduled to commence October 29, 2026 .

The role is onsite in Fredericton , at HSBC Place, 520 King Street, although a hybrid arrangement may be considered by SNB.

Candidates should clearly demonstrate the following experience because these requirements form part of the resource qualification evaluation.

S1 – Technical Solution Development – 5+ Years

Required: 5+ years of demonstrated experience in:

• Developing technical solutions

Candidates should provide specific examples of projects where they analyzed business requirements and successfully designed, developed, tested, documented, and implemented solutions.

S2 – Java / C++ / Struts Framework – 2+ Years

Required: 2+ years of demonstrated experience with:

• Java

• Struts Framework
  

Candidates should clearly identify the projects/applications where these technologies were used and explain their responsibilities.

Important: Candidates should not simply list Java/C++/Struts in a skills section. The experience should be demonstrated through specific project/role responsibilities.

S3 – Service Management Processes & Tools – 5+ Years

Required: 5+ years of experience with service management processes and tools, including areas such as:

• Change management
  
• Change requests
  
• Release management
  
• Production/application support
  
• Defect and issue management
  

Candidates should demonstrate how they participated in operational/service-management activities throughout their engagements.

S4 – SSRS – 3+ Years

Required: 3+ years of demonstrated experience with SQL Server Reporting Services (SSRS) .

Experience may include:

• Developing SSRS reports
  
• Modifying existing reports
  
• Data source/query development
  
• Reporting enhancements and maintenance
  

Required: 2+ years of demonstrated experience working in UNIX/Linux environments .

Candidates should identify the environments used and explain their responsibilities, such as:

S6 – Oracle / SQL Server – 5+ Years
