In this role you lead the Change & Release Management function for HMRC DCE migrations into Run & Operate. You will govern changes and releases across the AWS-hosted estate, aligning with ITIL-based governance and CAB processes. You interface with HMRC’s governance and ensure risk-accurate, auditable production deployments. The role requires UK government security clearance and collaboration with cross-functional teams to enable smooth, controlled transitions. This is a strategic opportunity to shape enterprise cloud adoption and stability in a regulated public-sector context.

- Own and continuously improve Change and Release Management processes aligned with governance and best practice
- Oversee end-to-end lifecycle of changes and releases: assessment, planning, approval, deployment, validation, closure
- Classify changes and enforce appropriate approval gates per HMRC taxonomy
- Govern ITSM processes using ITIL 4, focusing on release deployment and change evaluation
- Coordinate early life support and ensure readiness for live service introduction
- Ensure releases pass stage gates (Dev, Test, Pre-Prod, Prod) with evidence and sign-off
- Manage ELS periods with criteria for transition to BAU
- Coordinate platform upgrades and automate deployments (CI/CD) within governance guardrails
- Coordinate with suppliers and teams to minimize disruption and maintain service stability
- Chair CAB meetings, manage risk, impacts and schedules; maintain Forward Schedule of Change
- Ensure compliance with audit requirements and drive continuous improvement through reporting and PIRs
- Experience in Change and Release Management within large-scale IT transformation or cloud adoption
- Strong ITIL service management knowledge: Change Enablement, Release Management, Deployment Management
- Experience governing changes in AWS/public cloud with cloud-native deployment patterns
- Ability to chair CAB meetings and manage complex release schedules across multiple teams
- Experience in a prime contractor or managed service provider model, preferably in UK public sector
- Strong risk assessment skills and governance controls
- Experience with stage-gated release processes and evidence packs for audit
- Familiarity with CI/CD, infrastructure as code, and DevOps in a governed environment
- Experience with ServiceNow or equivalent ITSM tooling (preferred)
- Knowledge of HMRC or UK government programmes (preferred)
