Data Governance Manager

As Data Governance Manager, you will lead the design and embedding of data governance policies and standards to treat data as a strategic asset. You’ll align governance with regulatory obligations and industry best practice, enabling trusted, high-quality data across SPEN. You will drive adoption through training and stakeholder engagement, chair the governance forum, and collaborate with security, data protection, and external regulators. This role offers impact across a regulated utility on data-driven decision making and enterprise data management.

• Develop and maintain SPEN’s Data Governance framework with clear ownership, accountability, security and interoperability
• Define and evolve governance policies, standards and frameworks aligned with regulatory obligations
• Lead improvements of Open Data Triage Framework and Data Sharing Infrastructure Trust Framework
• Monitor regulatory/industry developments and translate into updated policies and ways of working
• Ensure alignment with Information Security and Data Protection teams embedded governance into controls
• Drive policy adoption through training and stakeholder engagement
• Chair and manage the SPEN Data Governance Forum for governance oversight
• Support enterprise data catalogue development, data custodianship and governance processes
• Represent SPEN in industry groups and with external bodies (e.g., Ofgem, DESNZ, ENA)
• Support development of internal ‘Data Best Practice’ across the organisation

• In-depth knowledge of data governance frameworks, policies and standards (e.g. DAMA, Ofgem Data Best Practice)
• Experience developing and embedding governance frameworks in a regulated utility or similar environment
• Strong understanding of data management, data quality, stewardship and accountability models
• Excellent communication and stakeholder engagement skills with training and facilitation experience
• Proven ability to lead change in complex environments with tangible outcomes
• Ability to interpret regulatory requirements into practical policies and standards
• Experience with data governance platforms (e.g. Informatica)
• Knowledge of CIM, Data Best Practice and electricity industry regulatory requirements
• Strong analytical, planning and organisational skills
• Experience engaging with internal and external regulators and industry bodies
• Desirable: experience in regulated utility environments
