Salary: $55.00 per hour (all contractors must be incorporated)


Duration: November 2, 2026 – April 30, 2027 (with potential 6-month extension)


Hours of Work: 7 hours per day (35 hours per week)

Role Overview:


Development Services (Public Works) is undertaking a comprehensive data quality improvement initiative to support the modernization of development application tracking systems.


The Contractor will be responsible for reviewing, validating, cleansing, updating, correcting, and maintaining data contained within a large, complex Excel-based repository. The resource will identify data quality issues, conduct record verification activities, resolve discrepancies, perform data reconciliation, document findings, and ensure the completeness, accuracy, and integrity of information in accordance with business requirements.


The work will support accurate growth forecasting, infrastructure planning, reporting requirements, and operational decision-making across Peel Region.


This role is heavily focused on document review and analysis with data validation and ability to perform quality control and cross referencing.


Review and Validation



  • Review development application files from 2021 onward and validate information against source documentation for all submissions.

  • Validate that basic description information is correct and update if necessary.

  • Examine application forms, planning reports, site plans, approval notices, clearance letters, registration documents and related records.


Development Data Analysis



  • Extract and validate residential unit counts by housing type.

  • Extract and validate gross floor area (GFA) by land use classification.

  • Track changes through multiple application resubmissions and document revisions.

  • Compare successive submissions to identify changes in units, GFA, and development scope.

  • Maintain accurate records of initial, revised and approved development metrics.

  • Verify application status through review of approval documentation, registration records, regional clearance letters and municipal notices.

  • Confirm status dates and milestone events according to established procedures and business rules.

  • Record approval, draft approval, registration and clearance information in tracking systems.


Data Quality and Cross-Referencing



  • Identify data discrepancies, missing information and inconsistencies.

  • Cross-reference related development applications and associated files.

  • Flag records requiring escalation, clarification or correction.

  • Ensure compliance with established data governance standards and naming conventions.

  • Participate in ongoing quality control reviews and validation exercises.


Record Maintenance



  • Enter validated information into tracking spreadsheets and database systems.

  • Maintain progress tracking records and workload reporting tools.
  • Support the cleanup and migration of historical development application information.


Qualifications & Experience:



  • Minimum 3-5 years of experience in data quality, data analysis, data validation, data cleansing, or data governance roles.

  • Advanced proficiency in Microsoft Excel, including filtering, sorting, data validation functions and reconciliation techniques.

  • Demonstrated experience reviewing and correcting large, complex datasets.

  • Experience identifying, investigating, and resolving data discrepancies, duplicates, missing information, and data integrity issues.

  • Strong analytical and problem-solving skills with the ability to interpret and validate large volumes of information.

  • Experience documenting findings, corrections, assumptions, and data quality issues.

  • Excellent attention to detail and accuracy.

  • Ability to work independently and manage priorities while following established procedures and meeting established timelines.

  • Ability to interpret plans, charts, forms, reports and technical documentation.

  • Strong organizational and records management skills.

  • Ability to manage large volumes of repetitive work while maintaining accuracy.

  • Effective written and verbal communication skills.

  • Experience working with GIS, planning databases, records management systems, or document management systems.
