Overview

In this role you will provide strategic and technical leadership for the council’s enterprise data and analytics platform built on Microsoft Fabric. You will shape architecture, governance and operating models to keep the platform scalable, secure and cost-effective in line with Microsoft best practices. You’ll work across the Data and Platforms Team to balance enterprise standards with practical delivery needs. This senior role offers a chance to influence how trusted data informs reporting and decision-making across the council.

Responsibilities
  • Lead architecture reviews and technical assurance for Microsoft Fabric solutions
  • Define and validate patterns for OneLake, Lakehouse, Warehouses, notebooks, data pipelines, semantic models, Power BI and related Azure services
  • Strengthen governance standards (Bronze/Silver/Gold Medallion) and ensure scalable, reusable data products and reporting layers
  • Govern Azure resources within Fabric-related groups (RBAC, tagging, monitoring, cost management, lifecycle, environment separation)
  • Define guardrails for self-service analytics and avoid uncontrolled platform growth
  • Advise on use cases for Microsoft Fabric across enterprise reporting, cross-service analysis and data matching
  • Review security boundaries, access models, identities, Key Vault, governance of connections
  • Ensure compliance with UK GDPR, information governance, data minimisation and DPIA
  • Enhance integration with Microsoft Purview (data catalogue, metadata, lineage, ownership)
  • Monitor capacity, performance and costs; propose capacity monitoring and cost-optimisation approaches
  • Support Fabric domains, data products, ownership and business accountability
  • Define Dev/Test/Prod practices (source control, pipelines, release management, testing, handover)
  • Contribute architectural input for AI, Copilot and advanced analytics using governed data
  • Produce architecture diagrams, standards, roadmaps, papers and senior stakeholder material
  • Collaborate with cross-functional teams, security, service leads, suppliers and Microsoft to craft sustainable solutions
  • Mentor and transfer knowledge to data engineers, analysts, developers and platform admins
  • Manage own work, identify risks/dependencies, escalate decisions as needed
Key requirements
  • Proven experience designing and implementing enterprise-scale Microsoft Fabric solutions
  • Strong knowledge of OneLake, Lakehouse, Warehouse, notebooks, pipelines, dataflows, semantic models and Power BI
  • Experience defining enterprise data architectures, Medallion patterns, reusable data products and governance frameworks
  • Understanding of security, identities, access management, data protection and compliance in Microsoft cloud environments
  • Experience with Azure data platform services, resource groups, subscriptions, RBAC, tagging, monitoring and integration patterns
  • Experience producing architecture documentation, standards and delivery roadmaps
  • Strong stakeholder management, communication and technical leadership; ability to explain complex issues to non-technical audiences
