Overview

As Project BA/Test Manager, you guide business analysis, testing, and quality assurance across complex digital and resident-change programmes. You’ll partner with services, project teams, and suppliers to clarify needs, shape actionable requirements, and implement robust testing approaches. You’ll strengthen governance and standards to reduce delivery risk and ensure benefits are realized. This is a joint, cross-functional role that shapes how the council delivers digital change for residents. You will lead with impact and drive high-quality outcomes.

Responsibilities
  • Lead business analysis and testing across complex digital and resident change projects and programmes
  • Collaborate with stakeholders to understand needs, challenge assumptions, and set priorities
  • Translate needs into clear requirements, process improvements and practical delivery outcomes
  • Develop proportionate test strategies, plans, and governance for system, integration, regression and user-acceptance testing
  • Coordinate testing with project teams, technical staff, and suppliers, including defect triage and resolution
  • Monitor quality, risks and progress; provide assurance and reporting for informed decisions
  • Improve BA and test-management standards, templates and tools and coach colleagues in best practice
Key requirements
  • Extensive experience delivering business analysis and managing testing in a large, complex organisation
  • Proven ability to produce clear requirements, process maps, and high-quality test artefacts
  • Experience establishing or improving test capability, governance and QA practices
  • Comfort working across agile and waterfall delivery environments
  • Strong stakeholder-management, facilitation and influencing skills; ability to explain complex issues clearly
  • Excellent planning, problem-solving and organisational skills; ability to balance priorities
  • Degree-level qualification or equivalent professional knowledge and experience
  • Relevant BA or test-management qualification (e.g., CBAP, CCBA, ISTQB) or equivalent certification
