Overview

In this role, you lead a team to oversee the city’s highway network, ensuring safe, coordinated works and minimal disruption. You will drive compliance with statutory frameworks and support the rollout of Leeds Lane Rental initiatives. You’ll collaborate with internal and external partners to deliver efficient traffic management and incident response. The position offers hybrid/office-based work, ongoing development, and a direct impact on city transport performance.

Responsibilities
  • Lead and manage procedures under TMA, NRSWA and HA for highway works and incidents
  • Coordinate inspections, permits and workflows to minimise disruption and ensure safety
  • Manage a small team, provide coaching and development
  • Identify collaboration opportunities for Lane Rental and assess charges
  • Support IT systems requirements (GIS, data reporting) and service planning
  • Maintain stakeholder engagement with elected members, staff and the public
  • Ensure permit applications are assessed timely and conditions applied
  • Deputise for Principal Engineers and contribute to budget and performance reporting
  • Contribute to incident management and network monitoring to restore operations quickly
  • Promote equality, diversity and Health & Safety in service delivery
  • Develop and maintain staff capability and ensure compliance with policies
Key requirements
  • Significant knowledge of highway engineering, construction and legislation (NRSWA, TMA, HA)
  • Experience with Streetworks Permitting and Lane Rental schemes
  • Data gathering and reporting experience using digital and manual systems
  • Strong communication with diverse audiences and influencing skills
  • Experience with GIS and IT systems (Word, Excel, Power BI, PowerPoint, SharePoint, Teams)
  • Ability to manage workloads, budgets, and service planning
  • Full driving licence
  • IEng or equivalent desirable
