Overview

In this role you will lead the design of enterprise-wide solutions that translate business needs into scalable, secure technology within Essex County Council. You will ensure alignment with architectural principles and reference architecture, enabling standardisation and reuse across the digital estate. You’ll work across teams and suppliers to shape valuable outcomes for residents and staff, while contributing to the council’s digital transformation. This role offers hybrid working and a chance to influence public services at scale.

Responsibilities
  • Design technical, data, security, and business solutions translating requirements into viable tech
  • Ensure alignment with architectural principles and reference architecture for standardisation
  • Apply policies, standards, and best practices to align business and technology plans
  • Provide expert input into technical initiatives ensuring consistent design and implementation
  • Identify market trends and innovative approaches delivering business benefits
  • Advise Commercial Team on supplier/product selection aligned with architecture
  • Collaborate with relationship managers, architects, designers, and suppliers to shape business cases
  • Assess technology options and present evidence-based recommendations to stakeholders
Key requirements
  • Degree level education or equivalent
  • Strong experience in solutions architecture, preferably in a large local authority or public sector
  • Accredited in TOGAF 9.2 with knowledge of ArchiMate, BPMN, COBIT, IT4IT
  • Understanding of ICT standards in enterprise environments
  • Experience with enterprise modelling tools (EA Sparx, Orbus iServer)
  • Experience aligning systems with GDS and Cyber Security Group guidelines
  • Excellent communication, presentation, and customer service skills
