Test Manager

Tenth Revolution Group is working with a major public sector organisation that is looking for an experienced Test and Assurance Manager to lead its testing strategy across Microsoft Power Platform and a wider estate of integrated digital and data systems.

This is a senior, hands-on leadership role for someone who can define the organisation’s testing strategy, manage and develop a testing team, and provide technical quality assurance across complex programmes of work.

The current environment involves a significant amount of manual testing across numerous business-critical systems and third-party integrations. A key priority will be introducing a more automated, scalable and risk-based approach while maintaining the rigorous standards expected within a regulated public sector environment.

Key responsibilities

• Define and own the testing and quality assurance strategy across Microsoft Power Platform and integrated digital services.
• Lead and develop the testing team, overseeing workloads, performance, priorities and capability.
• Review and quality assure testing activity completed by internal teams and external delivery partners.
• Oversee functional, integration, user acceptance, regression, performance and other non-functional testing.
• Introduce modern testing practices, including automation-first, shift-left and risk-based approaches.
• Build reusable automation frameworks, regression packs and test assets.
• Integrate automated testing into CI/CD pipelines and wider application lifecycle management processes.
• Lead assurance across complex integrations, including APIs, data flows, security models, payment services and end-to-end business processes.
• Manage defects, testing risks, quality gates and release-readiness reporting.
• Provide clear recommendations to support go/no-go decisions.
• Ensure testing remains compliant with regulatory, security and data protection requirements.
• Manage quality standards across outsourced and multi-supplier delivery environments.

What we are looking for

• Significant experience leading testing across complex enterprise programmes and projects.
• Previous responsibility for defining and delivering an organisation-wide testing or quality assurance strategy.
• Strong experience managing and developing testers, including resource planning, mentoring and performance support.
• The technical knowledge required to review and quality assure the work produced by a testing team.
• Experience of both manual and automated testing, with evidence of improving automation capability.
• Strong knowledge of functional and non-functional testing, test planning, defect management and quality assurance.
• Experience testing complex systems involving multiple applications, integrations, APIs and data flows.
• Experience working with Agile, Waterfall and hybrid delivery methods.
• Knowledge of test management, automation and performance‑testing tools.
• Experience managing test environments and coordinating testing across multiple workstreams.
• Strong stakeholder management skills, with the confidence to communicate risks and influence senior decision-makers.
• Experience within a regulated, public sector or similarly complex enterprise environment would be highly beneficial.
• Microsoft Power Platform testing experience would be advantageous.

Salary and working arrangements

The role offers a salary of £55k - £65k depending on experience.

This is a hybrid position based in London, with an expectation of approximately one to two days per week in the office . Some flexibility may be available for exceptional candidates.
