TOC Technical Assurance Lead - Sizewell C - Suffolk Site based

About the role

Be part of this “once in a generation” project that will deliver clean energy to 6 million homes for the next 60 years. Sizewell C will see the creation of a 3.2 Gigawatt nuclear power station on the Suffolk coast to provide reliable load low‑carbon electricity.

The Civil Works Alliance is an extended delivery enterprise involving Sizewell C and three international construction companies: Balfour Beatty, Bouygues Travaux Publics and Laing O’Rourke.

What you’ll be doing

The TOC process is the process by which SZC and CWA identify, scope, plan, price and programme packages of work within the broader PAA framework. It includes assurance of all decisions, including the identification of value‑for‑money and of risk.

Within the TOC team, the TOC Technical Assurance Manager oversees technical (including design and engineering) aspects of the TOC.

Who we’re looking for

• Own and operate the TOC Technical Assurance system within the Civil Works Alliance.
• Lead delivery of LoD0 (self‑assurance) principles, overseeing assurance by CWA’s engineers within the delivery teams.
• Coordinate technical assurance across the three TOC phases:
  • Pre‑TOC Surveillance: Engage early with design development to de‑risk TOC readiness, coordinate peer reviews, surveillance, and formal design inputs, influence constructability, methods, sequencing, and interfaces.
  • TOC Readiness: Lead technical readiness reviews, assess design maturity, completeness, risks, and gaps, Coordinate reviewers, actions, and technical recommendations.
  • TOC Assurance: Coordinate technical assurance through draft and final TOC development, support technical settlement and final certification (LoD0), ensure evidence is complete, proportionate, and aligned to submission needs.
• Support TOC progression, including readiness reviews and final submission.
• Provide structured assurance of technical maturity, completeness, and risk visibility to enable robust TOC outcomes.
