Reporting to the Manager, Planning & Administrative Services, the Transit Data & Analytics Specialist is responsible for the development, maintenance, and continuous improvement of Transit's data management, business intelligence, reporting, forecasting systems and decision-support capabilities.

Job Responsibilities

Transit Data Systems, Business Intelligence & Automation

Develops, maintains and continuously improves Transit’s business intelligence, reporting, performance measurement and analytical reporting environment to support operational, financial, regulatory and strategic business requirements.

Designs and maintains analytical datasets, dashboards, scorecards, reporting frameworks, forecasting tools and automated reporting processes that consolidate data from PRESTO, APC, fare collection systems, scheduling systems, financial systems and other Transit applications, ensuring information is reliable, accessible and conveys meaningful business information.

Develops current-year and long-term ridership and revenue forecasts to support annual budget development, year-end reviews, service planning, performance monitoring and Oakville Transit’s long-term growth strategy.

Uses established methodologies and business assumptions, in addition to developing analytical models, automated processes and reporting methodologies to monitor trends, prepare projections and identify operational trends, ridership patterns, revenue performance, customer service trends and emerging business issues.

Identifies opportunities to automate manual reporting, improve system efficiencies and enhance the quality, consistency and accessibility of Transit data, forecasting tools, analytical frameworks and decision-support solutions used by Transit management.

Participates in transit technology implementation projects, including testing, validation, reporting requirements, system integrations, and post-implementation performance monitoring.

Data Integration & Quality Assurance

Develops and maintains reporting-ready data models and analytical datasets by extracting, validating, cleansing, transforming, reconciling, and integrating information from multiple Transit and corporate systems.

Identifies data gaps, anomalies, inconsistencies, and incomplete records and applies appropriate business rules, assumptions, and validation techniques to ensure information is accurate, reliable, and suitable for reporting, forecasting, visualization, and decision-support purposes.

Evaluates source-system data generated by Transit business systems and determines the appropriate methods to filter, standardize, enrich, aggregate, and structure information for analytical and reporting purposes.

Maintains data definitions, metadata, reporting logic, calculation methodologies, and documentation to support sustainable reporting practices and knowledge transfer across the department.

Works with Information Technology Solutions to ensure Transit’s reporting, analytics, and data practices align with corporate data governance and technology standards.

Reporting, Analysis & Performance Information

Develops, produces, and maintains recurring and ad hoc reports, dashboards, scorecards, and performance measures that support Transit operations, financial management, customer service monitoring, regulatory reporting, and strategic decision-making.

Conducts advance analysis and interpretation of ridership, revenue, service performance, and operational data to identify trends, anomalies, and emerging issues.

Provides analytical datasets, forecasts, performance measures, and reporting products that support transit planning, service reviews, budgeting, and operational decision-making.

Develops and maintains recurring reporting products such as KPI dashboards, ridership and revenue reports, budget reporting, annual reports, and other management information products.

Prepares and coordinates external reporting submissions including CUTA, Statistics Canada, PRESTO, funding agencies, and senior levels of government. Ensures the accuracy and integrity of information used for industry reporting, benchmarking, legislative requirements, and transit funding allocations.

Develops performance measurement frameworks and targets that support Transit's strategic plan, business plans, service standards, customer experience objectives, and annual performance reporting.

Analyzes data from automatic vehicle location (AVL), computer-aided dispatch (CAD), automatic passenger counting (APC), and other operational systems to evaluate service reliability, operational efficiency, customer impacts, and route performance.

Technical Guidance, Training and Continuous Improvement

Designs and delivers customized training and develops procedures, documentation, user guides, and knowledge resources that support the effective use of reporting systems, dashboards, business intelligence tools, and self-service reporting capabilities.

Provides expert advice and analytical support to Transit management, planners, and transit staff regarding reporting practices, information interpretation, performance measures, business trends, and data-driven decision-making.

Consults with transit staff to identify reporting requirements, system enhancement opportunities, and information needs.

Researches and evaluates emerging technologies, reporting tools, automation capabilities, analytical techniques, and industry best practices, recommending improvements to Transit’s business intelligence and reporting environment while identifying opportunities to enhance data quality, automation, and data collection and entry processes.

Participates in corporate and departmental initiatives related to data governance, information management, reporting modernization, and process improvement

Qualifications

Completion of a three-year diploma or degree in Computer Science, Data Analytics, Business Analytics, Data Science, Mathematics, Statistics, Information Systems or related discipline.

At least three years' experience as it relates to the responsibilities listed above.

Advanced proficiency in data extraction, transformation, validation, and reporting using SQL, databases, and reporting tools.

Knowledge of business intelligence, dashboard development, and data visualization tools such as Power BI, Qlik Sense, Tableau, or similar reporting platforms.

Experience working with large and complex datasets from multiple sources, including transit systems, financial systems, fare collection systems, and data warehouses.

Knowledge of data management principles, data quality controls, data governance practices, and reporting methodologies.

Advanced computer skills, including Microsoft Excel, reporting software, and database applications used to support forecasting, automation, and performance reporting.

Strong knowledge of Transit operations and service needs. The position must understand how data relates to ridership trends, route performance, service reliability, system efficiency, fare revenue, cost, budget, and resource allocation.

Working knowledge of Canadian Urban Transit Association (CUTA) and Statistics Canada reporting requirements, including the preparation, validation, and submission of transit data for industry benchmarking and annual reporting purposes.
