Treasury Manager

In this Treasury Manager role, you will lead treasury activities to strengthen financial resilience and strategic funding for West Yorkshire. You’ll shape the treasury function within a public-sector setting, collaborating with internal teams and external partners to drive sound cash management and investment decisions. • Oversee day-to-day treasury operations, including investment and lending activity, cash flow forecasting, and management reporting
• Ensure compliance with CIPFA, IFRS, and related standards while using resources effectively
• Lead the development of the annual Treasury Management Strategy and contribute to capital strategy planning
• Design and maintain systems and processes that strengthen treasury governance and controls
• Build relationships with internal teams and external stakeholders (banks, rating agencies, government partners)
• Drive continuous improvement in treasury activity to support audit readiness and robust decision making

• A degree or equivalent experience in treasury management, plus CCAB or CIMA qualification and current membership
• Proven track record in treasury management, preferably in public sector or similarly complex environments
• Experience managing funding arrangements, budgets, forecasting, investments and financial reporting
• Ability to lead, influence, and build trusted relationships with a diverse stakeholder group
• Commercial awareness, sound judgement, attention to detail, and a proactive improvement mindset
